I’ve been running a health supplement brand from Quetta for 14 months now. We’re small — three local staff, one warehouse, and a WhatsApp group that’s more chaotic than a Karachi traffic jam. My goal? To register our trademark locally before expanding into Afghanistan and Iran.

I thought I had it figured out. I downloaded the official checklist from the Intellectual Property Organization of Pakistan (IPO-Pakistan) website. “Documents required: Application form, power of attorney, logo specimen, fee receipt.” Clean. Simple.

Then I spent three weeks chasing a clerk who said, “We don’t process trademarks from foreign owners unless you have a local partner.”

That’s not on the checklist.

This article isn’t about how to fill out Form TM-1. It’s about what the material list hides — the unspoken rules, the cultural friction, and the quiet delays that turn “two weeks” into “two months.”

Here’s how I broke it down.

IPO-Pakistan’s website lists the standard requirements for foreign applicants registering a trademark in Quetta:

  • Completed Form TM-1 (in English)
  • Certified copy of the home country registration (if any)
  • Power of Attorney (POA) notarized and apostilled
  • Logo in JPG/PNG format (300 dpi)
  • Fee payment receipt (PKR 10,000 for one class)

It looks like a checklist you can tick off in a weekend.

But here’s the first illusion: the checklist assumes you’re dealing with a system, not people.

In Quetta, the IPO office has one trademark examiner who handles all applications from Balochistan and Khyber Pakhtunkhwa. She’s overwhelmed. She’s under-resourced. And she’s not trained to interpret international filings the way a Lahore or Islamabad officer might be.

I sent my documents via courier. A week later, I got a call: “Your POA is not signed by the company director — it’s signed by your agent in Guangzhou.”

I panicked. The checklist says “Power of Attorney,” not “Power of Attorney signed by the legal representative.”

Turns out — in Quetta, if you’re a foreign company, they expect the POA to be signed by the CEO or owner, not a local agent. Not a lawyer. Not a proxy.

I had to redo the POA, get it notarized in Shenzhen, then apostilled in Beijing — all because the clerk didn’t say it out loud.

The checklist doesn’t say:

“If you’re not a Pakistani national, your POA must be signed by the actual owner, not a third-party representative, or your application will be held indefinitely.”

That’s the trap. The surface is clean. The depth is silent.

In Pakistan’s provincial capitals like Quetta, local interpretation overrides national policy.

IPO-Pakistan is a federal body, but its provincial offices operate with significant autonomy. Why? Because federal oversight is thin. Resources are scarce. And local clerks — often with decades of experience — become the de facto judges of what’s “correct.”

My second issue came with the logo.

I submitted a clean, modern logo in RGB. They rejected it.

Reason? “It looks too modern. Too Western. We need something that reflects local cultural identity.”

I almost laughed.

This isn’t in the law. It’s not in the IPO guidelines. But the examiner said: “We’ve rejected three similar logos this month. They all look like they’re from a Silicon Valley startup. We’re not against foreign brands — we just need to see that you respect our context.”

I didn’t know this was a thing until I talked to another foreign entrepreneur — a Turkish tea exporter in Peshawar. He told me: “They don’t reject you for the law. They reject you for the vibe.”

So here’s the hidden variable:

Trademark approval in Quetta isn’t about compliance. It’s about cultural alignment.

You need to show you’re not just “doing business here” — you’re “being here.”

That means:

  • Using Urdu or Pashto translations on your packaging (even if not legally required)
  • Avoiding designs that resemble religious symbols or tribal patterns (even accidentally)
  • Having a local contact who can “explain your brand” to the examiner in person

I hired a retired government clerk from Quetta University — not a lawyer, just someone who used to work at the provincial secretariat. He walked my documents in. He smiled. He offered tea.

Three days later, my application moved from “Pending” to “Under Examination.”

No new documents. Just presence.

Pakistan’s IP system is not designed for speed. It’s designed for risk mitigation.

Why? Because trademark fraud is rampant. Counterfeit goods from China and Dubai flood local markets. Small businesses can’t afford to fight. So the system leans toward caution.

In Quetta — a city with limited digital infrastructure — the system relies on personal relationships.

The IPO office doesn’t have a public portal for status tracking. No email notifications. No chatbot. You call. You wait. You show up.

And if you show up with someone who’s known? You get priority.

This is the institutional logic:

In low-trust environments, bureaucracy becomes a filter for legitimacy.

The checklist is a filter for paperwork. The clerk’s judgment is a filter for people.

You can’t game the system. But you can earn your way through it.

That’s why:

  • Foreigners who work with local distributors get faster approvals — not because of paperwork, but because the distributor has a 20-year relationship with the regional tax office.
  • Companies with local employees (even one) get treated as “investors,” not “importers.”
  • Those who send handwritten letters (yes, on paper) in Urdu get noticed.

It’s archaic. It’s inefficient. But it’s predictable.

The system isn’t broken. It’s just operating on a different protocol.

I’m 33. From Shandong. Studied vehicle engineering. I didn’t come to Pakistan to run a startup. I came because the market for herbal supplements with Ayurvedic blends is growing — and no one is doing it right.

My goal isn’t to be first. It’s to be last.

Meaning: I don’t want to be the one who loses $12,000 on a trademark because I thought “the form says it’s enough.”

So here’s what I did — differently:

  1. I didn’t start with the checklist. I started with a conversation.
I called three people in Quetta: a retired IPO clerk, a local pharmacy owner, and a German expat who’d registered a skincare brand in 2022.
I asked: “What did they reject that wasn’t on the list?”
That gave me 7 hidden rules.

  2. I hired a “cultural liaison,” not a lawyer.
My liaison is a 68-year-old retired school principal who speaks Urdu, Pashto, and English. He knows every clerk by name. He doesn’t charge much. He just wants to help.
He came with me to the IPO office. We brought sweets. We sat down. He explained my brand’s mission in Pashto.
The examiner smiled. Said: “Okay. Let’s process it.”

  3. I built my brand to be “locally visible” before I registered it.
I didn’t wait for the trademark to launch. I started selling on Facebook Marketplace in Quetta under the brand name — with a simple logo, Urdu captions, and local delivery.
After 30 sales, I had receipts. Photos. Testimonials.
When I submitted the application, I included those as “evidence of use.”
The examiner said: “This is the first time I’ve seen a foreign brand already selling here. That helps.”

Quetta

    1. 登录 IPO-Pakistan → “Trademark Online Filing”
(PDF, JPG)
